The developmental demand of public safety and emergency management are featured by promoting emergency rescue equipment and technology, the service safety of large industrial facilities, intelligent fire protection, intelligent emergency management. Big data analysis, 5G industrial connectivity, and other AI-related techniques explore the novel risk & safety management mode and establish a comprehensive intelligent public safety and emergency management system.
(1) Emergency rescue technology and equipment
Enhancing emergency rescue capability is the effective risk-aversion strategy conducted by the Safety Production Committee of the State Council. The concerned technologies and researches contain emergency rescue in water-hazard mines, passive life support in confined space, risk monitoring, and rescue information management system. Establishing an emergency management platform integrated two types of facilities and three key technologies, covering a wide range of typical risk aversion techniques and emergency rescue strategies against gases, water, fire, explosion, poisoning, and stifling disasters in the coal mine and metal-nonmetal mine.
(2) Service safety of large industrial facilities
Focusing on four main scientific problems involving extensive facilities, safety equipment, and product service safety among various industrial fields: scale domain, time domain, ambient domain, and safety assessment method. For offering original data and theoretical support, the following works need to be done:
Develop various production facilities and corresponding safety equipment for experimental purposes, simulating the coupling impact of multi-environmental factors on service safety.
Perform the defect detection and monitoring for industrial facilities, lifting the experimental capability, and further enhancing the capacity of predicting reliability and assessing durability for large/full-scale facilities and equipment.
(3) Smart fire protection
To perfect the foundational fire protection theory and to ameliorate the present fire controlling system in the aspects of fire prediction, reliable warning, fast location, and effective extinguishment, the following works are needed:
According to combustion, heat transfer, and mass transmission theories:
Engage fire experiments and fire simulation research
Analyze fire extension and smog flow laws.
Explore fire-proof and smoke-proof theories and technologies.
According to the fire spreading and laws of gas flow, engage the research on the applicability and optimization of fire detectors and fire extinguishment systems employed under various working conditions (e.g., buildings type, type of use, environmental condition.)
Engage diverse research on electronic fire disaster monitoring and warning technologies corresponding to different facilities’ malfunction and environmental conditions.
Depended on big data and AI, develop intelligent fire protection with cloud technology.
Based on the multi-factors coupling impact analysis, perform the fire risk assessment for the urban and chemical industrial park by identifying and quantifying various fire risk sources. Design a fire safety scheme for both urban and enterprises.
(4) Smart emergency management
Based on conventional theories from safety disciplines (e.g., Safety Science, Management Science, Data Science and Information Science), and taking advantage of novel technologies (e.g., IoTs, Professional Prediction Model, Knowledge Graph, Big Data, AI, BIM/GIS), engage a series of emergency researches, focusing on the prediction, preparation, response, and recovery processes:

To develop an integrated platform of safe guarantee and emergency rescue, which focuses on prevention, to prevent or control the occurrence and evolution of emergencies, improve the ability of government safety management departments in dangerous mining and metallurgy and other related fields to prevent and deal with emergencies, and enhance the security resilience of economic and social systems.
